[BAA Comets] CCD astrometry and photometry

I have updated the CCD astrometry and photometry page on the Project Alcock website
to;
- include tail measurements (with help from Nick James)
- advise preferred catalogs 

The latest (Beta) version of Astrometrica, V 4.8.1.403 allows UCAC4 (the MPC
astrometric preference) to be accessed on-line.
