[BAA Comets] CCD and Visual obs procedures

As discussed at the Comet Section meeting I have modified both the subject
procedures. ICQ formatted observations should now be submitted to Jonathan Shanklin
who will forward them to TA on a monthly basis. 

Observers are encouraged to follow the procedure through all its steps but may of
course not wish to do so. The alternatives are;
1) Process images with Astrometrica and generate MPC reports from Astrometrica
2) Process images with Astrometrica and FoCAs and generate MPC and multibox reports
from FoCAs
3) As in step 2 and also process images using Kphot plus the other applications shown
in the flowchart to produce a complete ICQ report

By spelling out that the procedure can be staged it might encourage observers to at
least start down the road and, hopefully, lead them to go the whole way.
