[BAA Comets] COBS system upgrade!

Dear COBS users and comet observers

The upgrade of the COBS server went with no problems.
The server is now back online, the upload of the observations is again
enabled.
If you should experience any problems please let me know, there might be
some dependency issues (hopefully not).

All comet observers that are not yet using COBS are welcome to join and
submit their observations.
