Many years ago, Colley Hill, near Reigate, was donated to the town council to become a public space. A folly was built to commemorate the occasion, and this photo shows its rather fine ceiling. Using only the information in this picture, can you determine the year of the donation?

The fuzzy thing with a tail crossing Saturn's orbit, at ecliptic longitude 3.5h, might be a hint.
