I installed this in the obo sometime ago.

My question is, should it be switched on all the time?

There is nothing in the instruction booklet about this.

I have a ten year old APC UPS in my observatory and it is on permanently, but so is the observatory PC that it powers and a few other cameras and sensors. They are designed to be on permanently but, like all electrical things, don’t like getting damp.

I use a UPS in my observatory as well.

Mains power feeds in to the UPS. All devices, or your select chosen devices, then connect to the UPS.

It is meant to be on all the time, otherwise it can’t prevent an interruption in the mains power supply.
